On The Construction Of China’s Social-Aid System For The Aged

Social assistance for the aged is a welfare service emerging with the social development. With social and economic development in China, the system of social assistance for the aged is getting systematic and scientific. As an important part in social security mechanism, the system of social assistance for the aged takes a position that must not be neglected in social assistance research. What’s more, the trend of population aging is getting worse, which is a tough challenge to current system of social assistance for the aged in our country. Therefore, social assistance for the aged with Chinese characteristics, or to provide a stable social environment for economic development in our country, highlights the importance of research in the system of social assistance for the aged.The state condition in China is relatively special and there is much difference between the system of social assistance for the aged in China and that in west countries. In China, the level of social assistance for the aged is comparatively low with incomplete assistance contents and limited assistance coverage. These problems mainly result in the limitations of economic development in China and the pressure of population aging. In order to ensure stable economic development and harmonious social settlement, and effectively cope with the crisis of aging population, proper measures shall be taken to overcome the difficulties existing in the system of social assistance for the aged in China, for further perfection and development of this social system. Through deep research and discussion in many aspects of the current system of social assistance for the aged in China, based on the problems occurring in the process of establishing and improving the system in our country, this article has made a further analysis, draw lessons from social assistance of foreign countries and put forward several completion suggestions and promotion measures. The introduction has emphasized on stating the realistic and necessity of establishing the system of social assistance for the aged, and proved the significance of social assistance for the aged in China. Chapter one defines some relevant concepts of social assistance for the elderly and summaries the contents, functions and principles of social assistance for the elderly. Chapter two introduces the development and current situation of Chinese social assistance for the elderly. Then, this part gives a thorough analysis of the problems of current social assistance for the elderly, including three aspects:legality construction, the gap between urban and rural areas, efficiency of social assistance. Chapter three recapitulates the experiences and ideas borrowed from foreign social assistance. The conclusion drawn from the analysis is that we should learn from foreign experiences as following:diversification of the programs for social assistance; unionization of the criteria for social assistance; legalization of social assistance; the high efficiency of the administration of social assistance. The conclusion intends to perfect social assistance system of China from different perspectives, such as fund-raising, management, program design, and so on. Then this part expounds some specific proposals which aims to optimize and ensure the running environment of social assistance system for the elderly in China, promote the efficiency of assistance, and improve social harmony and progress.This article expects that the system of social assistance for the aged can be developed and perfected. From the angle of the living demands of the aged, it has analyzed and discussed deeply the basic and important problems for general attention to improve the living conditions of the aged which is a weak group. We shall keep trying our best to let these people live a decent life.
