As an important component of our social structure, social institution is widely distributed in political, economic, cultural and social life areas. It directly assume the functions of scientific research, education, culture, public health and social service, and play a crucial role in social production and people’s life. With the establishment and gradual improvement of the market economic system, the social institution expose more and more visible problems in the management system and operational mechanism, especially in the employment system.The personnel of state ownership and identity for life have led to a series of problems, which seriously impact the personnel enthusiasm and creativity and reduce the vitality and benefits of social institutions.Focusing on the recruitment system and management system, the central government deepened the reform of institution personnel system in2000. Research and practice indicate that the full implementation of the personnel recruitment system could eliminate the disadvantages of current personnel system to the greatest extent, revitalize the talent resources, fully mobilize the enthusiasm and creativity of talents, and improve the whole management level and self development ability of the institutions, realizing nice and fast development of the institution.In recent years, Shandong provinve has promoted employment system reform and made some progress. While the reform gradually step into the "deep water area", it is obstructed by various factors, such as bondage from the old system, imperfection of supporting policies and social security system and the employment system defect, which increase the diffcuty of reform. This paper analyses the existiong problems and reform restriction factors through research of current situation of employment system. I attempt to integrate related experience from foreign personnel management and put forward some feasible coutermeasures, hoping to offer beneficial reference for the personnel system reform of social instuition in Shandong province.
