Exploring On The Constrction Of Collaborative Governarnance Model For China’s Public Crisis

Since1990s, all kinds of public crisis which bring great threat to human life and the development of social economy have taken place in China How to govern effectively various types of public crisis is a severe test for the Chinese government emergency management capabilities and the level in the period of society transformation.It links closely the government’s image in the eyes of the people and national security or social stability.The methods of literature analysis, case analysis, induction and deduction are used in this thesis. This article researches crisis and the different impct between social subjects of public crisis governancefrom collaborative governance model. Stronging the practice and theory study of China’s public crisis governance in the period of society transformation has important practical significance for building a harmonious society and a prosperous, democratic and civilized modern country or society and promoting the building of efficiency, responsibility-oriented government, the change of management system and the transformation of public crisis governance concepts. It has also important theoretical value to enrich the public crisismanagement theory, guide the construction of public crisis management system in the reality.The public crisis management model in nowadays which is passively reactive and controlled by only one subject used to be effective in history, but with the development of society, the defects of this model are showing up, such as weak public crisis sense for government and civilian, the lack of response mechanism on emergency, the lack of performance evaluation mechanism, weak legal support, the lack of social collaborative participation mechanism, the lack of people-oriented value and so on. This model is no longer incompatible with the public crisis in modern society which has shown increased frequency, increased impact, increased expansion, enhanced danger, enhancedtriad. In view of this, this article is under the guidance of the risk society theory, social conflict theory, stakeholder theory, social capital theory, governmence theory, coordination theory.It grasps the basic principles of people-oriented, case-based, hierarchical governance, wartime and peacetime needs, local conditions, universal participation in order to put forward a constrction idea of collaborative governance model for China’s public crisis which can achieve the governance goal of the minimal loss of public crisis, maximized social harmony. This new model not only emphasizes the collaborative participation of multiple centers of power, but also emphasizes the whole process of governing public crisis. It is government, non-profit organizations, businesses, the public, the media and the international community as indispensable main elements of governing public crisis.It gives equal attention to the governance of incubation period of public crisis, the public crisis period, the latter part of public crisis. The various social subjects play their respective roles in the different stages of public crisis through multi-joint participation, teamwork, positive linkage.
