The Taiwan question is a complicated problem that always puzzles the China mainland’s internal and foreign affairs,and the Taiwan’s participation in inter-government international organizations has becoming an focus between the China mainland government and the Taiwan region government.For the question of Taiwan’s participation in government international organizations is so special and senstive that makes lots of troubles to the China mainland foreign agency to deal with it.We all know that Taiwan’s participation in inter-government international organizations is only a part of Taiwan question,and is affected by many other factors,and it’s final solution depends on the Taiwan’s return to the China.So,we should consider the various related factors before we takes actions.The UN Resolution2758expelled Taiwan from the United Nations and international organizations associated on October25,1971.Form that day,the Taiwan’s international space was shrinking,and since then Taiwan also began to seek re-engage the activities of international organizations. In the past years for the process of international space, Taiwan authorities use a variety of strategies and methods, and in some areas has made some breakthroughs. With the2008dramatic political changes in Taiwan,and the KMT return to the top power. Ma Ying-jeou administration advocates a "diplomatic truce" policy, cross-strait relations have entered a new phase of peaceful development, which also makes Taiwan’s participation in inter-governmental international organizations, there has been new developments and changes. And the current, domestic academic has little research and attention for this new situation.View of this,the paper research on the basis of a detailed sort on the at home and abroad, and according to international intergovernmental organizations and international organizations of their own characteristics,combined with the features of Taiwan-related issues,divided the inter-government international organizations by the political sensitivity,there are (1) the purely political inter-governmental international organizations that the members restricted to sovereign states;(2) the semi-political international organizations that closely related with the United Nations;(3) inter-governmental international organizations that allow regions and other groups to join.discussed these three categories for analysis. Then, selected the most representative of these three categories organizations,there are UN,WHO and WTO by case analysis way. After the two parties has entered a period of peaceful development, Taiwan how to get greater involvement of international intergovernmental organizations under the principle of "one China" principle and the "joint consultation"principle,and the paper will design the specific path which is reasonably practicable. Finally, make a summary of the Chinese government in handling Taiwan-related issues of international inter-governmental organizations and the relevant policies, and then analysis of existing policy, problems and reasons for problems. At the same time,hope to give some suggestions and references for mainland government to address this complex issue in future. Expecting to resolve the Taiwan issue for the final,and make the contribution for the reunification of the motherland.
