China’s Intergovernmental Regional Public Issues Collaborative Governance Research

Since the reform and opening to the outside world, it has made a greatachievement in our economy and society. Especially after we enter the new century, theecological environment of administration is also changing gradually so that someoriginal theories of the government have become not so practical in solving realisticproblems.It is difficult for traditional theories of the bureaucratic government andtheories of entrepreneurs ‘government advocated by reform of new public managementadapt to the changes in the administrative environment. The governance theoriesadvocated by Western countries in the activities of the government’s reform, inthe1990s, have supplied significance of reference for solving public problems ofChina’s regions both in theory and in practice. Synergistic governance theory strives tobe the optimal in the government’s administrative concept, the organization structure ofthe government, the operation mode of administration, and the configuration of powerstructure. The synergistic governance will become the newly existing example adaptingto the demand of The Times and the government. With the help of related theories ofsynergy, in author’s opinion, Synergistic governance theory can be explained into anorderly, and mutually supportive governing structure which needs close cooperationbetween departments of government and other departments in dealing with national andlocal public affairs. The main purpose is to realize the maximization of using resourcesand public benefits. Analyzing from the perspective of government’s organizationstructure, the features of collaborative government are good governance, fuzzyboundaries, social person’s orientation, flexibility and so on.But from the perspective of practical operation, the cooperative–type governmentis the ideal design of the existing way and operational mode of government. Actually,the fully collaborate government and fully not collaborative government do not exist,and the existing state of government is always between them. In theory, the core ofevaluating collaborative governance is the collaboration of resources, services, policies,and management, whose degree of realization are affected by many variables. Inpractice, the realization of collaborative governance needs the collaboration of governments, coordination and integration of departments, collaboration betweengovernments and social subjects. The cooperation among different levels and differentsubjects not only meet general requirements of collaborative governance, but also theyhave their own features. As an ideal governing mode, the collaborative governancepoints out the direction for the future of governments, but there are many challengescan’t be avoidable. When we are fully aware of challenges, it tries to seek the way offuture’s development from governing principles of governments, the operationalmechanism, leading aspects of culture in the paper.
