Institutional change are important issues, representatives of the new institutionalismscholar Elinor Ostrom and Olson attach great importance to this issue in the study of thenew institutionalism. Path dependence is to embark on a path of institutional change inthis direction and in the future development process of continuous self-reinforcing, inthis process is basically a non-transferable. Path dependence is the basic principle of thenew institutionalism school of economics in which the primary consideration is thesystem path, and how to integrate each stage in the process of reform of localgovernment practice. Prescriptive role and characteristics of the original system toabandon its social development direction in the reform and innovation, will lead to theconsequences of this reform and innovation to reduce the public’s sense of identity. Theold system but at the same time in the new system will certainly have some impact, itwill damage the vested interests of the public in the old system. As a result, innovationin the case of local government complementary direction display, auxiliary of theChange of System in order to obtain unanimous approval. China Local GovernmentInnovation related theory in the Change of System explore the local governmentinnovation motivation and dynamic role, the plight and the development of the directioncarried out the study and the three northeast provinces innovation analysis put forward arelated suggestions for improvement to solve the actual problems faced by localgovernment innovation. The purpose of this paper is to use practical experience inguiding the implementation of the theory and find the path for local governmentinnovation, the guidance of local governments to better practice.
