Comparison Of China And The United States Government To Charity Organization And Management Mode

With the deepening opening-up and reform and the rapid economic development, China has made great achievement in charity undertakings: Charity organization quantity continuously expanding; Professional number of charity organization is increasing and their ability is improving; Amount of social donation increased steadily and charity policies and regulations and all kinds of measures are constantly improving.However, there are also many issues, such as the unawareness of modern charity concept, the insufficient independence of charity organizations and the underdeveloped charity legislation. The charity undertakings in China lag behind that of developed countries, such as the United States. Many scholars have analyzed the development history of China’s charity undertakings, culture, laws and organizations in civil society. However, few researchers have studied the relationship between governments and charity organizations. In this thesis, the difference between the modes used by the Chinese and U.S governments in managing charity organizations is analyzed from a comparative perspective. Basically, the U.S. mode is economic management, while the Chinese mode is focusing on political management (control). The author hopes that the analysis will suggest directions for the further development of the Chinese charity organizations based on the different management modes of the two countries.The article is divided into six parts, the first part is the introduction part, mainly introduce the topic selection, the significance of the domestic and foreign relevant research and the methods of writing this paper; The second part is about the basic concept of charity field definition, such as what is charity, charity organization, philanthropy, etc.; The third part is the analysis of present charity condition, this section is mainly summary of American and Chinese charity organization situation, and make comparative analysis; The fourth part is the focus of the paper, it analysis the modes used by the Chinese and U.S governments in managing charity organizations in three dimensions; The fifth part is what the purpose of this article, which is based on the mode of U.S. government, raise suggestions of how to strengthen and improve the development of charity organization;The sixth part make a good summarize of the present situation of Chinese charity organization and the future development of it.
