The Development Of British Welfare State, Reform And Its Implications

The major influence of the Christian doctrine in Europe and thehumanism in renaissance to British welfare state thought is profound.Britain as the country which first finished bourgeois revolution andestablished the capitalist system in Europe，and the first one whichstarted the industrial revolution country, also produced a lot ofsignificant impacts on schools of thought to Europe and even to theworld, such as liberalism, utopian socialism, Marxism, newliberalism, Keynes,"The third way", and so on. Britain was the firstwho completed the welfare state, also the first who bold theoreticalexploration and reform on the crisis of welfare. Its welfare stateconstruction in the world are quite representative.The welfare system has the positive role to prevent polarizationbetween the rich and the poor, maintaining social stability. Theconstruction of social security system of our country develops on thebase that is different from British society, history, culture, tradition.The construction of social security system in our country is still in theinitial stage. The success or failure of the gain and loss of Britishwelfare state provides some enlightenment for our social securitysystem construction.This article adopts method of literature research, comparativeanalysis, system analysis division. At first, it discusses the causes ofthe British welfare state, stage of development and results, thenfocuses on the cause of welfare state from the prosperity to the crisisin the1970s, new liberalism adjusting the policy of the welfare stateand "The third way" reform to the welfare state. Through the analysisof reform of the British welfare state, and in combination with thereality of the situation the construction in social security system, we can get five enlightenment. Economically, we should make a combinationof the plan and the market. In the distribution of wealth, we shouldpay attention to efficiency and fair. We should make clear the rightsand responsibility between the state and society, national andpersonal on the premise of social security. In the way of socialsecurity, on the concrete analysis, security diversity, achieve the bestefficiency of social security. The purpose of social security is to giveeveryone a space in which he can play personal talents, to realizehuman’s comprehensive development. We should turn the pursuit ofequality of a result to personal development opportunity equality.Our scholars presently have studied quite a lot on the Britishwelfare state, yet fruitful.
