The grassroots groups used to be out of the political system as relatively vulnerable groups. However, the internet has subverted the "high threshold" of participating in political affairs and made the grassroots groups have their own platforms to participate in political affairs so that they can participate in the social public affairs, appeal their interest to the government through the internet, maintain their rights, supervise the government and civil servant and contribute ideas to the social public affairs, which have changed the political environment. In order to achieve good governance, the government must timely transform its function, listen to the grassroots groups’opinions, and promote government’s response.In this paper, I come up with the path of government transforming under the guidance of the elements of good governance of the theory of governance. The article first introduces the background and significance of the research, the current conditions and shortcomings on this subject of the research operated in home and abroad. The article has identified the definition of grass roots groups and their participation in politics on networks then introduced the connotation of governance theory and analysis of the status quo for grass roots groups’participation in politics through the network, I will elaborate this phenomenon from many aspects starting with its rise, technology, politics, social background, reasons, characteristics to forms then demonstrate the necessary of government management transformation in the context of grassroots groups’participation in politics over the network. On the one hand because the grass-roots groups’participation in political affairs through the network makes a higher demand on the government; on the other hand, grass-roots groups’ participation in political affairs over the networks poses a challenge to the government. The last part, the conclusion of this article, explores how the government should make the transformation, namely from four aspects:management concepts, management objectives, management subject and management approach. The government’s management concepts should be transformed from the "Government Standard" to the "citizen-center" from the" Power Government" to the "Accountability Government The goal should be changed from "Focus on Development to" social justice", and "people’s happiness" should be included in the objectives of local government management. Government as the main part of the public administration activity should become a "service provider" not a "manager" from "a single government-led" transition to "pluralistic and participatory government". Management approach should also be turned from the "rule of man" to the "rule of law" to improve the rule of law in management from the" one-way management" to "two-way interaction" to strengthen transparency and responsiveness of government management. The network should be actively used to ask politics, and the government management should be innovated.
