The Research On The Fundamental Problems About The Legitmacy Of Chinese Communist During The Period Of Social Transformation

In the sense of politics, legality refers to the fact that political rules are based onpublic recognition, support and obedience from their inner heart, which serves as thefoundation of continuous and stable ruling. As for the modern politics, political partiesusually control the power, that is the party’s ruling legitimacy. Political parties must havehigh ruling legitimacy to justify smooth, effective and long-term power, and vice verse, thelose of legitimacy will lead to the weakening or loss of ruling status. Therefore, tostrengthen the ruling legitimacy is the basic requirement for modern political party. Fromthe history, the Communist Party of China guides the Chinese to democratic revolutionvictory through hard armed struggle, so the victory of the armed struggle becomes theessential basis for ruling legitimacy of the Communist Party. However, in the process oflong-term ruling, especially since the policy of reform and opening up, with the establishof socialist market economy system and the expand of opening to the outside world, theCommunist Party of China in located in new historical position, its ruling legitimacyfoundation is weakened and needs to be further integrated.Based on the theory of political legitimacy, this thesis focuses on the construction oflegitimacy foundation of the Communist Party of China and discusses the present situationin detail since reform and opening up. The conclusion indicates that the legitimacy of theCommunist Party of China face extraordinary threatening: integrational functions ofmainstream ideology is weakened; social class conflict intensified, the gap between richand poor widened, and the condition of public products supply and resources,environmental problems remain challenging; democratic system is not perfect, thecorruption problem more and more serious. Thus, in the new period, the concept oflegitimacy should be strengthened by innovation and the development of ideologyconnotation; party’s performance foundation should be enhanced by the exercise ofscientific concept of development; the rule foundation of party’s legitimacy should beimproved by constantly promoting system innovation. These measures are supposed tofurther improve party’s ruling ability and governing level, at last contribute to nationalprosperity and revival.
