Emergencies management has been the focus of attention since the beginning ofhistory.Especially in recent years, many major emergencies caused serious harm at homeand abroad, which made people take more and more attention on the research of modernemergency management methods.However,the emergency task planning is a typical of unstructured decision problem,it has complex structure, and it’s planning issues is always change with time,so it is hardto be modeled by the traditional math modeling and optimization methods, therefore, itneed a way which can content the emergency tasks planning’s features.Intelligent planning techniques for emergency task planning is a hotspot in thedirection of modern emergency management, and Hierarchy Task Net (HTN) is anintelligent planning method which is planning by task decomposition.Due to very similarwith the actual emergency task planning process, it is widely used in modern emergencymanagement.Emergency task planning is the object of study in this paper.Based on the HTNplanning method, combinating of the characteristics of the emergency task planning,study a HTN-based emergency task planning method, key findings include: analysed ofbasic elements of emergency task planning, based on HTN planning model, descripedemergency task planning problem; studied a HTN-based temporal approach to deal withtemporal issues in the emergency task planning process; made a Lack of Recognitionmethod in HTN planning process, to recognition of lack problems in the emergency taskplanning process; a re-planning method for emergency task planning is made to takevarious types of information for emergency task planning from the dynamic trend ofemergency.Then, according to the research method, described a case of dam engineering rescue, analysed the case by applied the method.Finally, by analysed the dam engineering rescue process, designed and builded thedam engineering rescue task planning subsystem of three gorges integrate flood controlprototype system.
