This dissertation is an explanation of how the governing relationshipbetween educational intermediary organization and government changedsince1949. It did so through perspective of public policy instrumentframework based on previous literature and set private higher educationinstitutions(minban higher education institutions)as one part to show thedetails. The choice of education policy instrument and policy change bothrepresent different governing mode in different period, which can bedivided into three stages: the centered dominance in Mao’s time, thediversification governance in transition period and structured governanceafter China’s joint with World Trade Organization (WTO). This path,which was companied with managerialism transition, showed thegovernance developed from centralized management to decentralized multi-governance and then to structured governance. Choosing properpolicy instrument can facilitate to improve government governance; avoidunnecessary conflict among diverse political culture, political ideologyand function; satisfy the need of political elites and mass people indifferent discourse. Besides, institution design can constrain the use ofpower, regulate certain behavior and enhance legitimacy. The institutionalrationality connected instrumental rationality and value rationality, whichconstructed actors’ behavior institutionally. This thesis expanded thestudy of public policy instrument into Non-government Organization(NGO) research. On the one hand it provides a framework explaininginteraction between NGO and government; on the other hand itcontributes to the choice of education policy instrument theoretically.
