At present, China is at a critical period of social transformation and in a period of crisis. As the development of the economic and the society, comprehensive national strength of our country increase continuously. However, in recent years, the crisis takes place in our country more and more frequently, the effects of the crisis are wide and the result is very serious. posed a severe test on the capacity of governmental public crisis management. Facing the increasingly complex crisis, the government has its limitations, in the context of "global associational revolution" and with the gradual rise of civil society, it is a worthwhile study in public crisis management how government cooperate with Non-Governmental Organizations to improve the ability of responding to social crises. So to establish a fine interactive mechanism between the government and the Non-Governmental Organizations under the crisis management and let it plays an important role has become very necessary.The article can be divided into five parts in order to discuss the necessity of the positive interaction between the government and NGO, analyze the difficulties in the reality of the interaction between the government and NGO, put forwards the measures to promote the interaction between the government and NGO.Chapter one puts forward the research clew, methodology and contents based on the analyses of the background, significance and literature review of the research topic. Chapter two is the basic concept definition and related theory, it explains the public crisis management, NGO and the interactive relationship between the government and NGO. Chapter three shows government failure theory, civil society and management theory and political participation theory, as an effective recruitment ground for the interactive relationship between the government and NGO. Chapter four aims to analyze the difficulties of the interaction mechanism between the government and NGO. Chapter five proposes the measures to establish the interaction between the government and NGO.Combination of the analysis, facing modern complex public crisis, only in the mechanism of regulating the interaction between the government and NGO, government will enhance the capacity to deal with public crisis.
