Regional autonomy refers to a social administrative form including an autonomicbody organized by inhabitants voluntarily in a certain area, an autonomic governmentwhich deal with matters of their own excluding intervention of state. It came into beingwith historical development of human beings and was the result of rights exerted byhumanities. Thus, it is power rather than right. Regional autonomy consists of individualself-determination, social autonomy and regional self-administration.China is a centralization country that has the unitary system of long history. Whenmentioned the local autonomy of China, people can think of “New Policy” in the late ofQing Dynasty, the County Autonomy of Nanjing Nationalist Government and thedemocratic practice on anti-Japan base led by the Communist Party of China. However, theterm “local autonomy” disappeared from official documents. Despite the long-termdisappearance of conception, local autonomy is not only an ideal construction but also areality in modern China. Since Qing dynasty, it has been the main content in Chinesepolitical process.The thesis consists of3parts. To begin with, as the link between the local autonomyand society is a dynamic one. The second part gives a review of origin and developmentprocess of Japan local autonomy. Part three try to analyses its necessity and positiveinfluence as well.
