This thesis analyzes the mainproblems in Shanghai construction engineering test industry byintroducing its present basic situation. In order to innovate themanagement system and promote the industrial development, the thesisinvestigates the present manage situation of developed countries anddistricts by means of searching domestic and foreign researches. Combinedwith investigating the present development of foreign constructionengineering test firms in partnership, the thesis provides the referencesand suggestions for local construction engineering test companiestransforming into special general partnership enterprises. The chapter also summarizes the references and inspirations forthe development of construction engineering test industry in Shanghai,and introduces the research background, aim, basic idea and main contentsof the thesis.The second chapter briefly introduces the historical evolution of thedevelopment of Shanghai construction engineering test industry, and putforward the exsisting main industrial problems by introducing the presentbasic situation of Shanghai construction engineering test industry.The third chapter，on the basis of exploration and consideration, givesactive suggestions about the development of the industry from six aspects,such as the improvement of industrial laws and regulations, theenhancement of self-construction of the association, strengthening thegovernment supervision system, the improvement of industrial technicallevel, adopting the organization form of partnership, bringing into theengineering risk management.
