In the early nineteen eighties, major western developed countries have initiated a government revolution, which the key was to put forward the new concept of service-oriented government. This revolution was also with the aim of pursuing quality government services. Today, government functions in most developed countries are trend to agree, that is to strengthen the function of public service and to construct a service-oriented government. In China, the report of the17th Party Congress also pointed out that, we are obligate "to accelerate the reform of the administrative system and to build an effective service-oriented government." In a service-oriented type government, the people not only have the right to participate in government administration, but also have the ultimate decisive position. This means that the size and dominant decisive rights are in the citizen’s hands but not the government officers’. Under a service-oriented government, the possibility of civil servant struggling for power or shunning away from their responsibilities could be fundamentally eliminated. There will be sufficient intrinsic motivation between the civil servants and the government, with no extra coordination mechanism is required. Therefore, the goal of building a small but efficient government can be easily achieved. However, it is essential to note that, during transforming process, civil servant must face and understand the importance of shifting their role from "a manager" to "a servant"Given the new background of era, personality officials as a unique group has emerged as the times required. Unlike the traditional officials, they are not afraid of breaking "old rules", they are willing to make revolution progress, and paying close attention to the well-being of the people. They are sobers, but also the true central government decree defenders. Couhe, the most controversial Municipal Party committee secretary has a well-known saying:" we reform for the public, not for any individuals." This reflected as a personality official, he has the courage to challenge any officialdom rule. He always places people’s interests beyond his own, with little consideration of his personal political future."Asking for help from Chouhe is better than asking from God", this is the slogan from the people of Kunming, the city where Chouhe is currently governing as the Municipal Party committee secretary. This shows how much he is loved by those people. Unfortunately, unlike promoted Chouhe, most personality officials have exeunt and disappeared in their political careers. Their passion to reform has been obliterated; their political ambition has been aborted, and it is a true loss to the country and the people.Given the current society background, this thesis is written to focused on studying some typical cases on personality officials, discuss their living predicament and provide experimental solutions on the political bottleneck these personality officials may have. The points and arguments in this thesis are raised with hope that within legal system, all government officials are able to maximize their own "personality" and bring their passion to work. The government also has the responsibility of creating an optimal cultural and political environment, in which the personality officials could freely display their political talent and ultimately bring prosperous to the society.
