Comprehensive emergency management is under theleader of all-hazards approach,trying to set up a series of effective methods to deal with allpossible emergency.With the coordination of emergency management partnership,it canallocate various resources to realize the mitigation,preparedness,response and recovery ofpublic security management.Comprehensive emergency management has the goal of integrating various resource andthe guide of scientific unitive action，striving to achieve the public safety of efficientmanagement.Back to China, from2003to2011, SARS, wenchuan earthquake, fujian nanping campusmassacre, and school bus accident, the problem of security happend continuously, thus safetyhas become the focus of public.Under the guidance of the concept of harmonious society, thegovernment strengthens the management of safety problems gradually. From the formulationof emergency plan, emergency office set up, to the publishing of emergency response law,from the central to local, government has paid great attention to public security.In thegovernment’s125planning,"strengthen the construction of the public security system " hasbeen also included in the implementation of the program. The policy and action ofgovernment has proved the determination of our government to protect public security.However,in China,at present, our country has not set up the special public securitymanagement department, the central emergency office is also on duty, the locaol governmentstill has their own features in setting,decentralized set increased the difficulty of themanagement, combined with the lack of departments communication and public riskconsciousness, the shortage of the self-protection ability, the construction of the Chinesepublic security management is urgency.Base on the reality, it is not difficult to find that, the principle of comprehensiveemergency management makes up the defect of the public safety management in China. First, the law clearly set professional management departments and relevant way, changingdecentralized administration state, laying organization foundation for implementing unifiedstandard of work. Second, perfecting the existing leadership system and operationmethods.The department of public security management should be set into the managementsystem of civil service, and implement the dual leadership,which subject to local governmentand accept the technical guidance from superior,maintaining public safety jointly. Third,unifying security management with the introduction of Staging Process management in orderto set a perfect methods to deal with all kinds of potential risks, and try our best to reduce thepossibility of loss, maintaining the social stability and order.Public security matters of public, involving the party and state’s interests as well, itsimportance is self-evident. Therefore, this article want to use the guide of advancedmanagement idea, combining with actual situation, further to disscuss the public safetymanagement, so as to benefit the construction of the Chinese public security management.With the continuous efforts of theory and practice,the society will develop in harmony andstability.
