A Study On Promotion Policies That The New Peasant-workers Integrating Into The City

In2010, the number one central document firstly puts forward to solve the problems of the new peasant-workers, it shows that our country begin to pay close attention to the problem of the new peasant-workers. During "Two sessions" in the past two years, many representatives also refer to the employment and life issues in the cities of the new peasant-workers. The new peasant-workers integrating into the city became an indispensable tendency. Compared with the old peasant-workers, the new peasant-workers are more positive in pursuing freedom, eager to integrate into the city, and realize the change of the behavior style and the concept of value.This paper, taking the new peasant-workers in Wuhan as the research object, analyzes basic characteristics, influential factors, present situation and problems integrating into the city, and the support system that the new peasant-workers integrating into the city based on the cooperative governance theory. Finally, the current policies are analyzed, specific countermeasures and suggestions are proposed.Firstly, in the part of introduction, mainly discusses the whole overview of the paper. The main contents include:to present the background meaning of the paper, to introduce the domestic and foreign scholars’new research on the topic of the new peasant-workers’ problem, to define the research object and the core concept, to points out the research methods, and to introduce the innovations and limitations simply.Secondly, in the second part of the paper, this paper introduces the gender, age, and marriage, geographical transfer, cultural skills, industry distribution of the new peasant-workers in Wuhan city through the empirical research; Through the analysis of data and the actual interview survey, this paper introduces the economic integration situation, the social integration situation and the psychological integration situation of the new peasant-workers, and point out problems from the work life, rights guaranteeing, social cognitive and development appealing aspects.Thirdly, the third part of the paper to analysis macroscopic factors and micro factors that influence the new peasant-workers integrating into the city, and build the social support system that the new peasant-workers integrating into the city based on the cooperative governance theory, and analyzes the cooperative governance pattern of the new peasant-workers integrating into the city, and pointing out that cooperative governance theory is a path.Finally, the article research the existing policy on the new peasant-workers, mostly involving political and law policy, labor and social security policy, education and training policy. Based on the analysis of the preceding chapter, the paper put forward four countermeasures and suggestions:improving the governments’service level, innovating the social management mode, promoting the comprehensive quality of peasant-workers, and constructing of the good environment atmosphere.
