Nowadays, since the governments of many countries regard high performance, intensivemanagement and simplification as the directions of development, executive performance hasbeen put into a higher level. A good implementation capacity could bring desiredeffectiveness of policy implementation. Therefore, at the aspect of driving performance of theimplement, getting hold of policy implementation still plays a role that cannot be ignored.However, in practice, as for many correct policies could not be carried out, or the effect wouldnot be evident after carrying out, it has been a topic of discussion that how to do to atone itsfailure in order to drive performance of the implement.This paper will have a furtherdiscussion about that topic bared the predecessors’ study. In the oretical aspect, the study ofpolicy implementation and executive performance will be improved. What’s more, in practicalaspect, in order to foster a good and healthy image, it is necessary to promote the policyimplementation and executive performance of government. Specific research purposes areshown as follows:(1) The empirical analysis about the influence of the policy implementationin X country of national tax Bureau towards executive performance;(2) The discussion aboutthe relationship between each dimension of the policy implementation, the communicationand organization of resources, the intention of executor, the structure of organization andexecutive performance;(3) The discussion about the influences and discrepancy of differentindividual features towards the policy implementation and executive performance;(4) Therevelation about optimizing the policy implementation and raising executive performanceaccording to the response to the research findings.The influence of the policy implementation on executive performance inspires me, withthe pectination of relevant literatures of the policy implementation and executive performance,the theoretical basis has been established. The article based on the model of Edwards Ⅲpolicy execution, constructs the research model and formulating hypotheses, using theory andempirical, qualitative and quantitative analysis of validation to this problem, the data collectedthrough the questionnaires of X County IRS. SPSS17.0is used for reliability test, validity test, correlation analysis, regression analysis, independent samples t-test, one-way ANOVA, drawthe following conclusion:(1)The policy implementation is positively correlated withexecutive performance;(2) The four single effects of variance of policy implementation allhave a positive effect on executive performance, its influence degrees are organizationalstructure, organizational resource, communication and the intention of executor;(3) In thedemographic variables, the educational degree and the employment pattern play an importantrole on the policy implementation; the employment pattern makes an significant influence onexecutive performance; however, the population variables has no effect on both of them.Based on the analysis above, we can draw the conclusion:(1) Making full use of theinfluence which the policy implementation forces on the implementation of the performance;(2) Taking much count of the influence that many factors of the policy implementation forceson the implementation of the performance: firstly, improving the communication andpromoting the exchanges and cooperation in the organization aim at improve executiveperformance; secondly, paying more attention on the intention of executor, strengtheningpolicy consensus, ensuring the carrying out of the policy implementation; finally, optimizingthe organizational structure and using the standardized operating procedures.(3) Emphasizingon the educational level of the staff and the employment pattern aims at that executiveperformance has been further upgraded.
