Cadre training is one of the key tasks of the government at present, The effect andthe reform of the management of cadre training have become the important researchsubject on human resources management for the current government. Today everycountry in the world thinks highly of cadre training, taking it as an important means indealing with the complicated and volatile political and economic situation both at homeand abroad, as well as in improving the overall standards in statecraft, governance, andservice to people.This paper is written in the light of the author’s experiences working on cadretraining in S city and participating in the reform of cadre training. the author putsforward some ideas and methods of the reform of the management of cadre training.The paper gives an overall analysis on the process and effect of the reform of cadretraining in S city in all aspects such as training requirements, organizational structure,effect evaluation and integration management, and it summarizes the achievements andshortcomings of the reform, raises suggestions on the future reform and developmentwith the consideration of the characteristics, qualities and management mode of cadretraining.The paper introduces ideas of project management in cadre training, and illustratesthe practical projects in cadre training, ways to plan projects, organizational structureand effect evaluation by actual cases. It focuses on the methods to analyse cadre trainingrequirements, demonstrating how to analyse cadre training requirements withquestionnaires. It also analyses the details to be paid attention to in the organizationalstructure by actual cases. The effect evaluation is a hot potato in cadre training, and isalso studied by actual examples in this paper.How to solve the problems in the cadre training? Suggestion this paper put forwardis, first, to reform the management mode in the cadre training and apply the idea ofproject management which is to regard each individual cadre training as a project; togive effectively management by setting a positive goal for every step. Starting withcurrent situation of the cadre training in S city and applying the theories of systematic training and project management mode, with a lot of actual cases, data and feedbackinformation, this paper gives an overall analysis on the reform of cadre training in S cityso as to produce more effective cadre training system and finally to give some help tothe cadre training in S city, and even, in the other provinces.
