A Study On The Relation Between Rural Caders And The Masses In The Process Of Rural Urbanization

In China,the implementation of rural urbanization strategy and speeding up theprocess of urbanization in rural areas is the inevitable choice to solve the "three ruralissues “and rural modernization.With the development of rural urbanization,the relationbetween rural cadres and the masses has been changed in recent years. Buildingharmony rural relation between cadres and the masses and solving the contradictionsand problems which arised in the relation between rural cadres and the masses has adirect impact on the stability of the rural society,which is aslo the key to solution of the"three rural issues". In this context,studying the relation between rural cadres and themasses has a very important theoretical and practical significance.In the process of rural urbanization,the stratum and social role of the rural cadresand masses have been changed extensively.On this basis, the relation between ruralcadres and the masses appears some new traits,which is becoming increasinglycomplex,materialized and legal.In the same time,there are still some outstandingproblems of the relation between rural cadres and the masses in the rural society whichis:conflicts of interest produced by land between rural cadres and the masses arecontinuous;crisis of confidence between rural cadres and the masses isaggravating;polymerizable risk of contradiction between rural cadres and the masses areincreasing and mass incidents occurr occasionally;the phenomenona of farmers petitionare widespread and so on.These problems greatly affected the harmonious developmentof the relation between rural cadres and the masses.The socio-ecological research method is a way of studying and solving socialproblems with social ecology theories,which is ecological,systematic andcomprehensive.The relation between rural cadres and the masses we analyze exists in aspecific social circle,which has a close association and interaction with certaineconomic,political and cultural environment.In this paper,we analyze the impact factorsof relation between rural cadres and the masses by socio-ecological researchmethod,and explore all kinds of impact factors from economic factors, politicalfactors,social elements, communication network, and system of symbols.In the end,wecan make a new holistic description of problems existed in the relation between ruralcadres and the masses.Then,Wukan village is taken as an example to elaborate theproblems existed in the relation between rural cadres and the masses,we get someinspiration to build harmonious relation between rural caders and the masses,after analyzing the causes of these problems.After the analysis of these factors,some suggestions on constructing theharmonious relation between rural cadres and the masses are put foward.The followingfive points are important:1.Promote rural economic development and cultivate goodeconomic elements;2.Strengthen the democracy and institution construction at thegrassroots level,and optimize the rural political elements;3. Regulate rural socialorganizations, and integrate all kinds of social factors;4. Improve the communicationmechanism between rural cadres and the masses, and perfect the communicationnetwork;5.Complete cadres management system, establish and perfect the system ofsymbols.
