People's Political Consultative Conference Democratic Supervision Problem To Study Again

The Chinese People’s political Consultative Conference is apatriotic united front organization led by the Chinese CommunistParty including the political parties, ethnic groups, all classes as wellas Hongkong, Macao, Taiwan compatriots and overseas Chinese. It isan important organization of the multi-party cooperation and politicalconsultation led by Communist Party of China. It is also animportant form to promote socialist democratic in political life ofChina. In1954, after the first National People’s Congress, the CPPCCcontinue to exist as a partisan consultation institution and plays animportant role in China’s social and political life.In "On <the Chinese people’s Political Consultative ConferenceCharter (Draft) description>" published in1982, the democraticsupervision is proposed as one of the basic functions of the people’sPolitical Consultative Conference, and the nature,objective and thebasic manner of democratic supervision are clearly stated.Democratic supervision is one of the three major functions of thepeople’s Political Consultative Conference. The theory and practiceof the Chinese people’s Political Consultative Conference has alwaysattached great importance to the position and role of democraticsupervision. Democratic supervision of the Chinese people’s PoliticalConsultative Conference has become an important part of thesupervision system of our country’s socialism.At present, our country is in a new period of all-roundconstruction of well-off society, the democratic politics constructionof our country is facing the challenge of situation changes both athome and abroad. The CPPCC’s democratic supervision is on one hand influenced by the democratic theory of western countries andthe so-called "universal" values influence; on the other hand, it isalso facing the challenge of a new task to deepen the reform for ourcountry in the period of social transformation. From an internationalperspective, western countries have always taken various measures toactively promote and sell their values and flaunt that their democracyis a universal value. In the process, they also actively use variousmeans to attack other country’s politics including slander of China’sdemocratic political development and the CPPCC’s democraticsupervision. From the point of view of actual situation of thedomestic, with the further development of the reform and opening upand the socialist market economy, our society is undergoingextensive and profound changes. The structure of interest is adjusting,social structure is changing and China’s political system reform hasentered a critical stage. The construction of the service governmentmust strengthen the supervision and restriction of power to ensurelegitimacy, impartiality, transparency and procedure in the exerciseof power. The socialist law construction also require speeding up theconstruction of democratic politics."Letting people take leadershiphas an important content which is to protect people’s democraticrights according to law".In this background, strengthening CPPCC’s democraticsupervision function is of great importance. On September20,2009,on the celebration of the60anniversary of the establishment of thePeople’s Political Consultative Conference conference GeneralSecretary Hu Jintao also proposed to "actively explore and improvethe mechanism of democratic supervision, democratic supervision channels, establish and perfect the system and put democraticsupervision in the CPPCC proposals, inspect, participate in workinspection activities, thus improve the quality and effectiveness ofdemocratic supervision".Understanding is the guide of action, therefore, to effectivelyimprove the democratic supervision function of CPPCC, first of allpeople must have a correct understanding of democratic supervisionof the Chinese people’s Political Consultative Conference. From thedate of birth the CPPCC’s democratic supervision is considered as akind of "democracy","political" supervision. But with the changingof social conditions, we need a more profound understanding of thiskind of "political","democratic" supervision. Based on the theory ofdemocracy supervision, political democracy to the social democracyregression theory of Marx doctrine, and the western theory ofdeliberative democracy, we recognize the democratic supervision assupervision of the state’s power. Based on the qualitative analysis,mainly from the main body of Chinese people’s Political ConsultativeConference and the system mechanism we re-examine the existingproblems in the Chinese people’s Political Consultative Conference.According to the existing problems, pointed system design is putforward in order to effectively strengthen the democratic supervisionfunction of the Chinese people’s Political Consultative conference.
