The Study Of The Prevention And Treatment Of Masses Matters In Zibo High-tech Developmental Zone

Nowadays, china is in a critical period of economic transformation, social transformation and reform development in depth. While our social and economic structures are undergoing profound changes, contradictions are becoming increasingly conspicuous. Therefore, various group events keep happening. Under the new situation of building a harmonious socialist society, it puts forward higher standards and requirements to effectively preventing and proper dealing with group events. A survey shows that80%of group events’proximate cause is from the basic-level governments. These events take great new challenges and problems to grass-roots governments’action methods and demand the government to improve their techniques and arts in all kinds of administrative actions. County (district) level of government is the grass-group of dealing with group events. As the first line of defense of preventing and handling group events and the most direct face side of group events, if grass-roots governments can play a correct role, numerous problems and disputes is eliminated, not be intensified and enlarged. Therefore, improving the county (district) level of governance capacity and ability to deal with group events, group events on prevention and response plays an important role.In recent years, as the frontiers of economic development in Zibo city, economy and society in Zibo high-tech developmental zone developed rapidly. But financial management, requisition, labor disputes and other disputes at villages and neighborhood communities stood out. Some of them became group events which seriously affected the social stability. These events as organized strict, against long hours, harsh high disposal costs, involving party and Government a great deal of energy, consuming public resources, undermining the legal dignity, have become a negative factor affecting social stability. Meanwhile, once we dispose of these events whose contact points is increasing and combustion point is depressing, it is likely to cause conflict escalation, expansion. Therefore, research for the prevention and treatment of group events become an important issue for party and Government in Zibo high-tech developmental zone. On the basis of the study of literature at home and abroad, taking Zibo high-tech developmental zone as an example, the author performed a full case studies and participate in field surveys, in-depth interviews, in response to group events caused by financial management at the grass-roots village and neighborhood committees, requisition, labor disputes and other disputes, so as to further research on the prevention and treatment of group events. Therefore, the author started with group events in Zibo high-tech developmental zone, combined with the key case, analyzing their characteristics and causes, so as to introduce countermeasures for group events at County (district) level of government. So, we can better maintain social order’s stability and promote the construction of a harmonious socialist society.
