Research On The System For Resolving Urban Community Property Dispute In The Background Of China’ S Unit Community Transition

Since the1990s, with the development of national house property distribution reform and thecollapse of the unit system, the conflicts and contradictions come to present in the China’s citycommunity. These brought many difficulties to the government of basic level society and seriouslyaffect the quality of urban residents. It is possible to cause relatively serious contradictions andconflicts.This paper, which based on the current reform of unit system and the background of socialtransformation, which though the case from a community in Henan province. After the interviews ofthe community residents and the staff, we discussed the effects and deep reasons of current disputeabout property bring from the transformation of social structure.Research shows that the current violent social transformation has brought a deep shock to the urbanproperty management. The original management mode of unit system has encountered manyproblems in the process of the change to the new pattern. And the crisis of confidence in the earlystage of reform combined with more and more frequent population flow brought many adverse effectsto the dispute in the property management. After the reform, the original management mode from theofficial authority was replaced by the new social model. Various community groups trying to occupythe favorable position in the construction process of the community order. They follow their ownlogic of action, and then achieve the organization’s objective. In their interactive process, thecommunity endogenous order was constructed and reconstructed repeatedly. The conflicts and thefrictions began to present.Based on the above analysis, the author holds the opinions that the urban community propertydispute in the background of China’s unit community transition is the reaction of the special socialtransformation, and it’s also the throe social reform must bear. The interactive rules among the socialgroups will be more clear in the process of conflicts was constantly solving. We must constantly fixup the mature interaction rules in the form of laws and regulations in this process, we can constructmore perfect system for resolving the community property dispute.
