Fairness-Compatible Constraint is an important theory ineconomics, and it mainly studies how a person’s behaviors realizecollective action under a fair condition. It is also a principle whichexplains how a collective action succeeds or not. Folk sportorganizations are formed on the basis of their own free will. They notonly serve and instruct mass sport most directly but also act as abridge between government and the masses. Their operation accordswith the theory of Fairness-Compatible Constraint. The thesis appliesthe research method of documentation, interview, questionnairesurvey and logical analyses to investigate the folk sportorganizations’behaviors in Shanxi province. With the help of thetheory of Fairness-Compatible Constraint, the thesis concludes:ⅰ) that folk sport organizations’behaviors belong to collectiveaction, and their products are pre-public products;ⅱ) that 58 among 71folk sport organizations accord with theconstraint condition of rational man.ⅲ) that 20 among 71 folk sport organization accord with the hardconstraint condition of Fairness-Compatible Constraint.ⅳ) that lots of folk sport organizations survive and develop relyingon Fairness-Compatible Constraint mostly instead of hardconstraint all the way. Thus, the suggestion for the future development of folk sportorganization as follows:ⅰ) relying on governments and actively looking for the possiblesupport from the governments;ⅱ) strengthening the training and cooperation, and promoting theprofessional work of the organizers;ⅲ) abiding by market demand, and providing servicing productswhich vast participants satisfy with;ⅳ) Setting up the self-discipline system, and reinforcingsupervision and constraint;ⅴ) Setting up exclusive system, and avoiding free-ridingphenomenon.
