With the rapid development of informatization society, information technology hasbrought opportunities and challenges to education of nowadays. And it has made a greatchange to our education. As a participant of education, teachers’ information literacy levelis the key factor of whether the information technology can improve the development ofeducation, and achieve the goal of education informatization. Teachers should enhancetheir information literacy, only in this way could they updates their concept of education,teaching mode and teaching methods, and make IT more powerful in teaching, in order toenhancing the quality of teaching effectiveness. Therefore, the research to teachers’information literacy has great significance for education reform and educationinformatization.Against the background above, this paper uses literature analysis and questionnairefor survey. Some the elemental and middle schools teachers in six districts of ZaoZhuangcity were selected to Participate in this survey. According to this survey, some problemswere found, and then some strategies were proposed to settle these problems. First of all,the concept of information literacy and the development process were systematic analysisand discriminate on the basis of lots of literature, and teachers’ information literacy wasdivided into four parts which are information awareness, information knowledge,information capacity and information ethics. Second, questionnaire was designed toanalyzed primary and secondary school teachers’ information literacy in five parts whichare information awareness, information ethics, information knowledge, information abilityand training situation. In order to analysis the factors which affect teachers’ informationliteracy in ZaoZhuang city from the results of the survey. Finally, strategy was put forwardto enhance the elemental and middle school teachers’ information literacy from fouraspects which are authorities, training, teachers and evaluation system. This paperproposed a phased variety of training methods combining training mode, and this modedivided the elemental and middle school teachers’ training into three stages, each stage hasits different training methods.In this paper, the elemental and middle school teachers in ZaoZhuang City were theobject of study, it not only can be used as a case to show how to enhance the informationliteracy effectively, but also have a great reference value to both urban and rural schoolteachers and educators, school administrators. And the training mode in this paper providesprinciple support and the factual basis to China’s current educational technology training and reflection.
