With the continuous deepening of reform and opening up, China made remarkable achievements in higher education, but also accompanied by the emergence of many of the problems and deficiencies revealed. These phenomena such as administrative, serious of bureaucratic phenomenon, the administration power intensified in academic power affected the process of establishing a modern university system seriously. It is a design of the ideal university development patterns that we construct a modern university system, and also a major issue accompanied by the reform and development of China’s higher education, also a hot issue that many countries in the process of promoting the development of higher education in the background of knowledge economy today.The current reform has been carry out comprehensive in institution building in china, this situation of reform and development determines the trend of the reform of university education. Under the background of construction of harmonious society in China, the relationship between universities and governments, universities and society, universities and universities must be understood correctly and deal with properly in the construction of the modern university system, universities and university relations.
