Higher vocational education is the place of government leading education management system in higher vocational education, the local government is the development of administrative management in higher vocational education, the main body plays an important role in the development. China’s higher vocational education development depends on the role of the local government play. But, the local government in higher vocational education development and management exist to varying degrees a role, the role of absence, offside and the dislocation of role is not accurate or unreasonable phenomenon, and it hindered the development of Chinese vocational education. Throughout the development of vocational education, we generally use three forms: government-led, industry-led and market-driven. But from the Chinese current development situation of vocational education, it is difficult for us to use the latter two methods. We still have to go to the old route of the government-led in a very long time. Therefore, the government plays a leading role, to some extent, it inhibited the development of vocational education in China. Thus in the development of vocational education, how to give full play to the functions of government, to coordinate government, institutions and markets "triangular relationship" under the government-led, these has become the problems needing to be studied in the vocational education management.In this paper, I intend to define the basic functions of government, the education functions of government and the government-led vocational education. Through analyzing the pros and cons of government-led vocational education and market-driven vocational education, we understand that the development of vocational education can not simply depend on government-led, and market-driven is not feasible. I make the Hunan province as an example. Through the practice analysis of government-led vocational education, so that I will sum up its main problems. And by these problems, I can get out the main reasons why the development of government-led vocational education have so many problems. To the problems, I will put forward some countermeasures that can promote the development of government-led vocational education. Further optimize the functions of government, explore the new path, new methods which is adapt to the development of Chinese vocational education, so as to provide better and more perfect theory for the future development of Chinese vocational education.
