The Government's Leading University Scientific Research Evaluation Research

With globalization and the implementation of the science and education strategy in China, the universities undertake more historical responsibility. Scientific research is one of three main functions of the university, and the level of scientific research plays a very important role to the development of national science and technology. Currently, the drawbacks and negative phenomena of the evaluation system of scientific research have seriously affected the technology innovation. To improve the research capacity of the university, it is necessary to perfect the evaluation mechanism of scientific research achievement to fit the university research activities.According to the three main functions of talent training, scientific research and social services of the university nowadays, the basic characteristics and connotation of the scientific research and its evaluation was analyzed. And this paper described the main theoretical system and basic framework for the evaluation of the university research in the new situation. According to the objective requirements of social development, as well as the three main functions of the university, this paper points out the trend for the government leading scientific research achievement evaluation of university.At present, the scientific research achievement evaluation of university has the basic feature of management basing on the government. And it is the main mean that the government leading scientific research achievement evaluation. The research result evaluation of many countries in the world, especially in the meso and micro levels of the evaluation, was mainly based on the qualitative analysis, and quantitative analysis as a measure, by combining qualitative and quantitative methods. This paper described the concept and composition of scientific research achievement, the content and type of the research evaluation, the concept, features and status of the government leading scientific research achievement evaluation. The content and standard were listed for the research evaluation in this paper. The evaluation of government leading should three rules, such as supervision, incentive and orienting. At the same time the evalution should reflect the reality and sustainability.Because of the particularity of the university research, the paper further pointed out that three main guidance of talent training, scientific researching and social service should be strengthen. At the same time, the university research evaluation should follow the law of scientific research. In this paper, the problems of the government leading evaluation were discussed. And based on the analysis on awarded of central south university in recent five years, the main evaluation mode was studied. The path choice about the reform of the government leading evaluation was put forward. The reform assumption is the community as the main and the government involvement, and the safeguard measures for this assumption were analyzed. It is just for supplying important guarantee for achieving the sustainable development of the university scientific research in China.
