With the abolition of agricultural taxes in2006, the rural area in our country has entered the period of post-taxes. In this period, farmers no longer pay agricultural taxes and fees. It greatly reduces the pressure of their lives, and increases the standard of their living. With the country to strengthen efforts in building rural public goods, the situation of rural public goods has also been greatly improved. But the transfer payments for rural areas are limited,so only depending on state’s investment in public goods is totally inadequate.In this article, author shows the supply of public goods of non-institutionalized in rural areas by surveying. These different ways of supplying play a relatively good results on the public goods, but some ways of them also have some problems. In the non-institutionalized supply, the village cadres play the central roles. With the abolition of agricultural taxes, village cadres’administrative powers from Grass-roots government has disappeared. But in non-institutional supply of public goods, the village cadres need some means to restrict the villagers. So they use the resources to restrain the villagers, and require them to coordinate. In this process, many Institutional messes in the supply of public goods have exposed.Finally, the author pointed out that in the supply of public goods in rural areas, some ways of the non-institutionalized supply with positive effect can be adopted and reference., and also draw inspiration from the non-institutionalized supply which has a defective. The author also pointed out that the supply of public goods in rural areas need further institutionalized, and the villagers’self-idea need to enhance so that the supply of public goods can be strengthened.
