In the third chapter, present Status and problems and the cause of the problem of internal administration in colleges and universities is described from the theory of new public service. Chapter four combined with new public service, this chapter gives some perfection strategies of internal administration in colleges and universities. In the final chapter gives the summarization of this thesis.This thesis adopts document method and historical analysis. It based on the analysis of the present conditions and the existing problems of university internal administration, and then it raised how to improve internal administration of colleges and universities from the point of new public service. New public service theory is applied in internal management of institutions of higher learning is the innovation spot of this paper.
