Education as the basis of social progress and people’s interests, which is important that related to building a harmonious society in China. Disabled education as an important part of the whole education system, its development has critical impact on the development of the entire education system and the country as a whole. Therefore, to study the problem of education for the disabled has important theoretical and practical significance.Although the cause of education of persons with disabilities in China has made tremendous progress, but the issue of educational equity is one of the outstanding problems in the development of the cause of education for the disabled. The education of persons with disabilities’fair mainly influenced by three main aspects:the educational opportunities, educational conditions and educational outcomes. At present, the fair of the Disabilities Education Equity mainly manifested in the following aspects in Liaoning Province and China: education opportunities, the disabled cannot get the same educational opportunities as ordinary people; education conditions, there is inadequate about the objective environment of the school for the disabled, as well as special faculty quality; education outcomes, there is a big problem for the disabled after graduating in the development of the community, they can not get equal treatment of employment opportunities. Education of the disabled protection is mainly influenced by the relevant laws and policies and their education, the laws of the Individuals with Disabilities Education policy in Liaoning Province is not clear, not specific, the execution is not strong and other issues.According to the previous issue, the article put forward countermeasures and suggestions for improvements of the cause of education for the disabled in Liaoning Province, mainly from the educational fair and legal policy, capital investment, and teachers to improve the protection of rights of existing education fair in Liaoning Province, and the status quo of the persons with disabilities to education. Hope to promote the development of the disabled education of Liaoning Province through the recommendations.
