Yangzhou, Jiangsu Province Present Situation Of Junior High School Physical Education Resources Allocation Between Urban And Rural Areas Of Comparative Study

Accoring to Education law of the People’s Republic of China,"Citizens of the People’s Republic of China have the obligations of education and they should have eaqual oppprtunities to receive education despite of race, sex, occupation, property status or religious belief’ National planning programs for the long-term education reform and development come up with stategic targets for the following ten years’ education reform and development. The programs promoting equlity and make it as chinese basic education policy, and educational eqaulity and reasonable allocation of educational resources become a unavoidable issue. Educational equality is an important part of harmonious society and it is a symble of modernization and democratization of education at the same time. Physical education as an indispensable part of education, is an crucial way to enhance students’ health. Therefore, the author will investigate the current situation of educational resources’ allocation and try to find out the problems and the ways to solve these problems.The author will investigate the current situation of the allocation of physical education teaching resources, such as physical education teachers, the funds for physical education, physical education field, physical education equipment,physical education information about33middle school in YangZhou, both in downtown area and countryside though methods of literature, questionaire, interview, and methematical statistics.The author made a deep analysis of these data, and got the following conclusions:most physical education teacher in YangZhou are young people, and it’s much better in urban area than in small towns of teachers’degrees and titles. Most physical education teachers in urban middle schools are compiled, full-time teachers, and it’s popular to hire part-time teachers in small towns. The proportion of funds for physical education is still very low. Middle schools in urban area get more funds for phhysical eduacation than those in countryside and this is the same as funds for per student. Refering to the physical education equipments, no matter quality or quantity, the condition of urban middle schools are much better than those in small towns. At the same time, urban middle schools possess better physical education fields and equipments than middle schools in towns. The application of multimedia in physical education teaching is not so good in both urban area and towns.The author find out the following problems in the allocation of educational resources though the research and investigation:the government and middle schools in YangZhou didn’t pay enough attention to make the allocation of physical educational resources more reasionable. The physical education teachers aren’t professional in both urban area and towns. The funds for physical education in middle schools in towns is not enough, and the government should make policies to guarantee the funds for middle schools in countryside. In order to solve these problems of the allocation of physical educational resources in middle schools, the author give some suggestions:the government and schools should have a clear idea about how to make the allocation of physical educational resources more reasonable. The government should make concrete policies to clear the duty of collecting funds for physical education in middle schools. Encourage people to invest money in running schools, and explore the multiple ways to collecting funds for physical education. Make the physical education teachers resourses more reasonable and scientific, optimize physical education teachers in towns, and guarantee the teachers have the choices to receive futher education and training, Scientific adjustment school layout, integrate education resources optimizing town.
