Along with the rapid development of the global cultural and creative industry, as the source of cultural and creative industry development, the cultural and creative talents have increasingly become the focus of competition in each region.In recent years, cultural and creative industry of Zhejiang has made a good progress. Meanwhile, some quantity and quality problems of cultural and creative talents in Zhejiang have appeared.Because universities are an important subject in talents training Therefore, from the perspective of universities and cultural and creative talents’competency to research how to train the cultural and creative talents is very necessary. Besides, this research has important practical significance and long-term strategic significance.In this reseach, we use the combination of the theoretical analysis and empirical analysis method, as well as the combination of qualitative analysis and quantitative analysis method. From competency theory, we obtain the competency datum of Zhejiang’s cultural and creative talents detailed by organizing questionnaire. Then we construct cultural and creative talents Competency Model of four dimensionalities by useing SPSS19.0and Amos6.0. At the same time, we analyse the present situation of cultural and creative talents in Zhejiang thoroughly, and conclude four disadvantages:the professional knowledge and skill is very weak, the creative development ability is not strong, the creative foundation ability is not highlighted, and the creative attitude is continue to be improved. Then on this basis, we respectively summarized the present problems of Zhejiang’s universities during cultural and creative talents training process. Finally, according to Competency Mmodel of cultural and creative talents, aimed at the present problems, we call on universities in Zhejiang adopt to the following suggestions:first, establish the talents training idea which based on competency model; second, perfect the course system which based on the four competency dimensionalities; third, renew the talents training way which based on the development of competency; fourth, strengthen the teacher resource; fifth, optimize the quality of talents evaluation mechanism and teaching evaluation mechanism.
