Formation of Vocation Education Group is to promote effective forms of organization of thevocation education system mechanism and the school system reform, which is new ways andnew modes to achieve vocation education in our province, industrial park and enterprise resourcesharing, also to accelerate training for the skilled and technical talents. Meanwhile, it is a strongguarantee not only to strength all-round cooperation between the industrial park, industry,enterprise, vocational schools, but also to optimize the allocation of resources of vocationeducation, improve overall running level of vocation schools. The study try to investigate theoperational mechanism and the developement of Vocation Education Group in Liaoningprovince.We conclude the charactors and the problems of Vocation Education Group in thecase of operational mechanism. We also support constructive strategy analysis, besed on theanalysis on the problem,external economic and political situation.There are four chapters except the introduction. The second chapter includes the theorybasis of Vocation Education Group and analyzes the operation of the Vocation Education Groupwith the triple helix theory. Vocation Education Group is the product of vocational education andindustry enterprise resource integration, the Inevitable choice of the vocational institutionsseeking to develop a market economy, the attemption to build a modern vocational educationsystem and the product to promote the reform of the education system. Triple helix theory is alogical way to put the economic into education. There are three entities of this theory. They arethe government, universities and enterprises, and they affect each other. With the help of marketdemand, the theory produces the Trilateral networks and the mixed Health Organization,constitutes the relationship of "Triple Helix".The third chapter is to investigate the operating mechanism of Liaoning Province. Itconcludes the organizational structure of Vocation Education Group, coordination mechanisms,dynamic mechanism, resource sharing mechanism and safeguard mechanisms. ProvinceVocational Education Group continues to grow and develop, but at the same time there aremany problems and difficulties in the operating mechanism. It is mainly about the governmentcoordination level, the level of intra-group level as well as school-enterprise cooperation.The fourth chapter is the case studies. It selectes the better domestic vocation educationgroups, such as Jiangsu mode and Henan mode, and analyzes Group’s Articles of Association andthe formation of the program. To find out a unique experience on the operational mechanism.Thebest development is inseparable from absorbing and learning.There are four aspects to analysis the operation mechanism of Vocation Education Group. First, it is a foothold of economiccharacteristics. Second,it is the government policy and funding in place. Third, it is the Grouporganization structured and objective.Fourth,it fully mobilizes the enthusiasm of enterprises, andgives substantive rights.The final chapter combines the core concepts,the theoretical basis, the status of theoperating mechanism of Vocation Education Group in Liaoning province and the experiencesin our country. For further improving the operational mechanism of Vocation Education Group inLiaoning province and developing of vocation education inperspective, we support the policy onbuilding the Vocation Education in Liaoning province to guide practice, from the perspective ofgoverment and enterprise.
