In2010, China put forward the national long-term education reform and development plan (2010-2020), in the section of the Higher education which clearly stated that we optimize the structure of higher education, revitalized the higher education of central and western regions, and also encouraged higher education in the eastern region to take the lead in development. The dialectical narrative form did not clearly pointed out that the higher education need of balanced regional development, or coordinated development. How to scientifically carry out regional distribution of higher education still does not get a clear answer. Some developed countries have realized the popularization of higher education. During the process, they also encounter the problem the regional distribution of higher education. Analysis of the regional distribution of higher education in these countries, there will be a great reference value for our country.From perspectives to the economic level, the population level as an entry point, we analyzed the concept of regional distribution of higher education in the United States, China, Germany, Japan and the United Kingdom, based on the unbalanced development theory, coordinated development theory and the theory of higher education system of the regional distribution of higher education. The main conclusions in this paper are as follows.(1) The concept of higher education regional distribution in the United States is "focusing on equity, and taking into account the efficiency", that of China is "to much focusing on equity, but overlooking efficiency", that of Germany is "moderately fair, and moderate efficiency", that of Japan is "focusing on efficiency, but neglecting fair", that of the United Kingdom is "focusing on equity fair, and conservative efficiency".(2) Economic level based classification, in the category of high economic level, our country higher education level of such regional is lower than the other four countries, but that of Japan is much higher than other countries. In the economic level of the middle and low category, the China’s higher education level of the corresponding region is higher than the other four countries, but that of Japan is lower than other countries.(3) Population level based classification, in the category of high population levels, our country’s higher education level of such regional is lower than the other four countries, but that of Japan is much higher than that of the United States, China and the United Kingdom. In category of the low population level, our country’s higher education level of such regional is higher than the other four countries, but that of Japan is lower than the other four countries. In the middle class population level, the German higher education level of such regional is much higher than the other four countries.
