Primary and secondary education run by the local people had become an important part of the basic education in Shanghai. The proposition of principals’ curriculum leadership stemmed from the need for the new curriculum reform, the reform’s development is calling the further enhancement of the principals’ curriculum leadership. By the analysis and summarization of the literature research on principals of primary and secondary schools run by local people, and principals’ curriculum leadership, the dissertation presents the topic of the research on principal’s curriculum leadership of primary and secondary schools run by the local people in Shanghai.The principal’s curriculum leadership of primary and secondary schools run by the local people in Shanghai has some unique value. For the basic education in Shanghai, the existence and development of primary and secondary schools run by the local people has three practical value in some extent, such as the complementary value, selective value, innovative value. Moreover, the enhancement of principals’ curriculum leadership is conducive to improving the school’s curriculum system, promoting the teachers’ professional development, highlighting the features of the school, thus contributes to the intensive development of the primary and secondary schools run by the local people in Shanghai.By the questionnaire and interview survey, the dissertation intends to identify the principals’ characteristics of primary and secondary schools run by local people from structure and growth two aspects. It displays that the number of the women is more than the men, the age structure varies in great span, educational level mainly focuses on the undergraduate, the positional titles are satisfied, their schools vary in diverse types and distribute unevenly, the professional backgrounds have large differences, the growth route is not the same, the teaching seniority and tenure time is generally longer, the training they participated give priority to the district level. It analyzes the current situation from three points. For the designing force of the curriculum program, it shows that the principals’ awareness of curriculum leadership is very obvious, the curriculum knowledge needs improving, curriculum decision is highly democratic. For the running force of the curriculum implementation, it indicates that curriculum organization system is basically sound, the teachers’ execution force of school-based curriculum needs strengthening, the principals’ guidance to the teaching needs to do in-depth. For the transformative force of the curriculum evaluation, it displays that the evaluation subjects are diverse, the proportion of the evaluation criteria is imbalance, the evaluation system still needs improving.The current situation of principal’s curriculum leadership of primary and secondary schools run by the local people in Shanghai is mainly affected by five factors. First, the policy implications of the private education, expressed as curriculum power and principal training of primary and secondary schools run by the local people. Second, the influence of the school’s value option, expressed as the dilemma of the value option of the investor and school administrator. Third, the impaction of the principal’s professionalism, including the principal’s time management, professional authority and charisma. Fourth, the impaction of the teachers’ execution of the curriculum, depending on the degree of recognition of the teachers’ curriculum ideas and the implementation of the teachers’ teaching force. Fifth, the impaction of the educational evaluation system, especially refers to the features of the curriculum evaluation standard and the professionalism of the curriculum evaluation institutions.In order to effectively enhance the principal’s curriculum leadership of primary and secondary schools run by the local people in Shanghai, it must adhere to the public welfare and practice characteristic education, thus define school’s orientation and value option. It must achieve the development and integration of the curriculum resources by the implementation of the national curriculum and school-based curriculum. It must raise the frequency of attending lectures, improve the school’s system of the course evaluation, thereby improve the teaching effect. It must construct the characteristic criteria and develop the intermediaries of curriculum evaluation so as to improve the school’s curriculum evaluation system.
