In this paper, a preliminary design of the system application level deployment architecture and the database clustering architecture, which meets the demand of the population information system, has been proposed, and it has been put online. But in the course of normal using, the problems of massive heterogeneous data, high concurrent access volume, large file storage, and legacy system integration are becoming increasingly apparent, especially the problem of data storage level.As we know, the cloud computing could integrate the variety of related resources, and it could reduce energy consumption as much as possible, and provide users with better quality and more secure computing services. So, the cloud computing knowledge to be studied in this paper, and this paper introduces cloud computing design ideas, to upgrade the original system, and designs a kind of data resources architecture and the corresponding scheduling system of cloud-based population information system, for dealing with the problems encountered by the population information system in use.Total design model presented in this paper is divided into three layers: application layer, data storage layer, and service management layer. The application layer is mainly responsible for providing a logical business services, and the core business of the population information system is in this layer. The data storage layer is mainly responsible for data organization, storage, routing and management. It virtualizes these database resources to form a huge virtual data resource pool, to provide strong, stable data management services for the above layer. Data storage layer can be divided into two sub-layers:data routing platform layer and database infrastructure layer. Data routing platform layer is mainly responsible for data routing, and the data access requests from the application layer will be assigned to the virtual database infrastructure; Database infrastructure layer is the set of the database nodes, which is mainly responsible for data organization, storage and management. Service management layer is responsible for monitoring the use of database resources, and scheduling resources according to the situation. Meanwhile, a kind of scheduling system and the corresponding scheduling algorithm has been proposed in this paper.
