Open source software refers to the software source code that can be used by the public. And the public uses and modifies the software without license restrictions. The development of open source software has the highest flexibility and low cost, those are used to control their business by users. Commercial software is still dominant in the domestic and open-source GIS software applications is relatively small in the domestic GIS industry. In the government, enterprises and research departments of most the GIS applications are based on the basis of commercial software. With the development of GIS technology, the growth of the GIS applications and general customer demand for GIS in the government, GIS is no longer an independent system. This is also the trend of GIS development that it must be integrated with other information systems in order to meet the needs of users. Therefore, the commercial GIS software reflects the lack of flexibility of the software development to poor, difficulties in sharing data and operations, safety of low and high cost and so on. At present, the open source GIS software can be found in the corresponding of commercial software. Nowadays open-source software in the GIS field is developing very fast, and gradually forms an essential power. There are also many mature products.With the rapid development of social economy, GIS is not limited to the professional sector. It tends to enterprise development and meets the common users of GIS service demand. The GIS through the Web expansion has truly become a popular tool. The Web-GIS is the Web system based on Browser/Server that exchanges information between the browser and client through the Internet. Internet users can access the Web-GIS site whenever and wherever possible to enjoy the sight of providing GIS services (browsing space, making thematic maps, analysis and retrieval of spatial data etc.). It has the following characteristics:the globalization of services, ease of use, and good scalability (and other information services integration), cross-platform features and so on.Based on the public transportation information service as an example in this paper, to explain a problem of based on the open-source GIS software to construct Web-GIS system is feasible, powerful, application of the high design scheme. The system adopts the B/S structure, the system involves the client, server, database using open source GIS software development. This paper first discusses the open source GIS softwares and the WebGIS development and application status at home and abroad; second, it describes the WebGIS technology and explores operating mechanism of the Geoserver, PostGIS and Openlayers; third, it describes the bus inquiry system’s functional design and database design. According to the public transportation operation situation and the actual requirements of different bus passengers, the designs of the system in some of the specific function--bus stop query, bus line query, bus data updating. Finally, it accomplishes the detailed design and implementation of the system, at the same time, combined with the problems encountered in the commissioning process and system development process, it proposes the system need to be perfected and summarizes the experience and outlook from designing of WebGIS system using open source software.
