Remote Sensing(RS) has the unique advantage in obtaining global and regional space informationrapidly, the control of space information resources is an importan signal of national comprehensivestrength and the core competitiveness, so the development of RS of Earth Observation System (EOS) andthe occupation of the strategic emerging industry commanding heights in the future are closely linked.Recent years, our RS business has been developed rapidly, the number of satellites in our country is almostthe most in the world, and there are diversified kinds of RS sensors. However, there are many problems inthe applications of RS in our country, such as the coexistence of shortage and idle of RS data、large importsof RS data.Launching of satellites and manufacture of high-grade、precision and advanced sensors should beearnestly in RS application finally, so the RS of earth observation system which is guided by application isthe perfect driving force to rapidly development of RS. Nowdays, models and methods for sensors andorbits based on applications are emerging in endlessly, but they are usually in allusion to an application,and didn’t make an overall consideration to all the RS application needs.Based on the current application status, and according to the requirement in the "twelfth five-year"national strategic emerging industry development plan" about the system construction of spacetransportation、satellite application、integration of earth and application, National Development and ReformCommission proposed a project to establish our “RS Space Infrastructure” which is made up of GPS、telcommunication and RS, mainly work is to concord the existiong RS satellites resources inland, andmake a whole plan for the CNEOS in order to satisfy RS applications in maximum extent, reduce the introduce of RS resources and increase the export meanwhile, and finaly forms the RS industry.This paper mainly worked on the analysis of the RS application of CNEOS, made design andoptimizing to the data acquisition system of CNEOS (which is made up of RS satellites) starting from theapplication, and placed the emphasis on the research and optimizing of sensor configuration, at the sametime, the paper makes survey on the other synchronizing system in CNEOS, and throws out somesuggestions. The RS application needs are multifarious variety, and the RS applications products are havedistinguished features form each other, so this paper takes surface reflectance which is typical and basicalas the example to illustrate the research work.The paper’s main work and contribution are as the follow:(1) Proposed the method of analyzing needs of RS data acquisition which is start from the raise ofneeds and end with need-satisfaction. To deal with all the RS applicatin needs in wide varieties in all walksof life, the paper follows the same requirement analysis principles, and formulate some standardspecifications which are unify and universal, establish a direct connection between user needs and RS dataacquisition, and detect the feasibility of the RS data acquisition scheme design in this paper by satisfactionevaluation.(2) Proposed an architecture configuration scheme for CNEOS. On the base of the RS data acquistionneeds analysis, reference in the typical EOS abroad, the paper makes a comperhensive and completelysystem design for our EOS, definites the functions of the componet subsystems and the interactiveinterface between them, and provide decision support for the system construction of our CNEOS..(3) Came up some resultful reference proposals for CNEOS. In order to carry out the arrangement ofattain the maximal coverage、optimize the configuration of observation scale and retionalise the layout ofthe observation cycle, and the design concept of cooperate of multi-satellite and optimize the sensors configuration, the paper made a overall consideration of the technology of satellites manufacture and thetendency of its development, and summarized several suggestions for the development of infrastructure ofRS data acquisition、infrastructure of data reception and processing on ground、infrastructure of RS sharingservices online and infrastructure of comprehensive information intergation services.
