An Analysis Of The Way Of Upgrading Of China’s Ocean Soft Power

With the increasing competition today, upgrading the ocean soft power hasbecome an essential task in the building of harmonious ocean and the peacefuldevelopment. Ocean soft power plays an important role in enhancing thecomprehensive national strength, improving its international status, safeguarding itsmaritime rights and achieving the peaceful rise. Strengthening the construction ofthe ocean soft power is related to the long-term development of the marineprograms. Although China holds lots of resources of the ocean soft power, it doesn’texcavate its potentiality fully. Therefore, it is our urgent priority to plan thedevelopment of the ocean soft power from a strategic height and analyze the way ofupgrading of china’s ocean soft power.Clearly defining the concept and the connotation of the ocean soft power is thefoundation of upgrading it. The ocean soft power is a force and it is formed in atwo-way interactive process. This paper argues that the ocean soft power can beattributed to three forces, which named the development force, the spread force andthe influence force. A country or region uses its resources which includes theconcept of human-sea, marine cultures, marine institutions and the model of marinedevelopment to spread to other regions through transforming-supportinginstitutions. The final result is the recognition of the outside world and a followingcapacity. In addition, the ocean soft power is generated among aspects of itsformation. This paper uses system analysis method to explain the formation of theocean soft power to analyze the influencing factors and the present situations of it.Based on the present situations and the influencing factors of China’s ocean softpower, the upgrading of the ocean soft power is mainly discussed. First, this paperproposes principles of the upgrading of the ocean soft power which should befollowed on the whole: the coordinated development of the ocean soft power andthe ocean hard power, putting the development of the ocean soft power within theframework of China’s soft power, the coordinated development of regional oceansoft power and the national ocean soft power. Finally, this paper puts forward thespecific paths from both domestic and foreign aspects. The domestic-oriented pathsinclude five aspects, which are excavating and carrying forward the resources ofocean soft power, reforming the ocean management system and improving thefunctions of sea-related institutions, culturing and recruiting ocean internationaltalents, cultivating ocean NGOs of international influences, forming the network ofocean media and improving the public services of ocean. At the same time, there arefour foreign-oriented paths. They are the outputting of the concept of harmoniousocean, the ocean diplomatic strategies and international cooperation which match aresponsible country, organizing ocean culture activities with international influences,refining and promoting the development model of ocean.
