Lightning is a common phenomenon of weather that is a process of electro-dischargeabout the electrified body that exist in the air. At the same time, it can be accompany withthe appearance of the sound and light. Compared with other nature phenomenon, lightinghave many traits, such as take place in a short time, impact in the wider scope, have astrong collapsing force and so on, and then, we need stronger monitor and managementanalysis to lightning. Based on the historical analysis of lighting to provide valuablereference data and decision to major projects including hydraulic engineering.The traditional geographical information system is a application that is set up usingthe client/server model, this model’s system have many advantages, such as strongerprofessional, stronger function, higher safety and stability, and depend on these traits, thetraditional geographical information system have a widely used in last years. However, asthe development of the internet technology and the increased necessary about thedistributed operation, there has a new research direction that is how make the internettechnology and geographical information system bond with each other and develop asystem that have the advantage of the geographical information system and at the sametime can be meet the client’s needs about the distributed operation and reduce the cost ofuse.In this paper, we apply the webGIS in lightning information management, theseapplication not only can meet the prevetion site needs of lightning disaster, but also canmake the user convenient operation the lightning relevant data. In this paper, at first, it isintroduce the reference knowology about lightning and develop the technology about theWebGIS(based onArcGIS Server), secondly, accordingly to the topic necessary analysisthe relationship between this system and others and system function model and design,according to the characteristics of lighting data used by the system design and the use ofsuitable data model and data structure. Finally, by using this system in the applicationproves the system stability, security and the lightning data(including spatial data andattribute data) management has great advantage. The system can be very good atorganizing and management the lightning information that spread in different areas andthe site of to provide data support for the majority of users.
