Research On Marine Industries’Competitiveness Evaluation And Transformation&Upgrading In Shandong Province

Developing marine industries is an important way to participate in international competition and has become a global competition problem. Although the current development of marine industries in Shandong province is superior in economic aggregate and scale, there are some weak links in marine industries competitiveness level, marine industrial structure rationality, the balance of marine industries development, etc. Therefore, the development of marine industries in Shandong province needs to master the overall advantages and disadvantages in competitiveness and industrial structure. How to estimate the situation of marine industries competitive level, industrial structure and competitive position is going to be researched mainly in this paper.Firstly the paper summarizes the general research situation of marine industries’ development in China and abroad, on this basis considers marine industries’ competitiveness as the synthesis of marine industries development foundation, marine industrial output, marine industrial structure competition, marine industrial science and technology strength, and analyzes the evaluation indexes system and methods of marine industries’competitiveness.Secondly based on the typical index systems set up in previous research on marine industries’competitiveness, current conditions of marine industries in Shandong province and demands of application in practice, the paper establishes an index system of marine industries’competitiveness evaluation with marine industries development foundation, marine industrial output, marine industrial structure competition, marine industrial science and technology strength. In the course of explorations of evaluation method, two evaluation coefficients of marine industries’competitiveness including comprehensive index and structural index are found:to obtain comprehensive competitiveness level by the Entropy Value Method and structural competitiveness by Shift-Share Analysis.Then an empirical study has been done with marine industries in Shandong province as the case, the result shows that:although there are large differences between individual components of competitiveness level, the comprehensive level of Shandong province’s marine industry competitiveness in2010is higher than all the other10coastal provinces and cities; the competitiveness level of Shandong province’s marine industry continues to rise from2006to2010, and among the four constituent elements, the marine industry output indexes is highest while the marine industry structure is the lowest; the current development of Shandong province’s mainly marine industries is not balanced, Ocean Transportation, Coastal Tourism, Marine Chemical Industry, Marine Shipping Industry, Marine pharmaceuticals are the advantage dominant industry, which have high growth, solid industrial foundation and strong competitive edge.Finally, using the location quotient analysis and shift-share analysis method to determine the advantaged marine industries and the direction of industrial transformation and upgrading in Shandong province, and provides some relevant suggestions and countermeasures.
