Zhejiangis a large marine province, there marine industries not only determine the region’s marineindustry development, but also influence the whole country’s marine development strategy.Therefore, intensive study at marine technology situation,and rely on quantities method tocalculate the level of marine technology had great significance both at theory and practice.At firstly,this paper had a overviews of the domestic and foreign literature, had a allround understanding of technology progress research situation, and comprehend the technologyprogress evaluation theory; then, this paper focus on the technology progress evaluation modelanalysis, through comparison various mainstream model’s, identified the suitable model andparameter; moreover this paper based on existing technology progress evaluation indexsystem,put forward marine technology progress evaluation index system; Last but not least,collective all necessity date, applied with the evaluation model to measurement the2006-2010Zhejiang marine technology progress level, and the calculate result shows thatZhejiang marine technology progress level had a great increased.Future more, the mostimportant factor which influence the marine technology progress level is R&D inputs andR&D outputs, particular on financial inputs.
