China is a country with sufficient coal resources, but its occurrence of incidents isalso high. Thus the government is paying more and more attention on the enhancementof security management capacity. To reach the goal of zero casualty, a clear objective isput forward for the related management departments.Recent years, accidents happened frequently at many small and medium sized coalmining enterprises, which means that the safety of mining workers cannot be guaranteed.In order to make full use of the coal resources and to guarantee the safety of the miningworkers, the state administration of work safety has published the interim provisions onthe installation, supervision and inspection of the six systems for underground miningrisk avoidance. The provisions require all the underground mining enterprises to installthe six systems, strengthen their daily management and routine maintenance to ensurethe normal operation. It is also required that all levels of government departmentsshould be responsible for the construction of the personnel positioning system.Underground personnel positioning system, as one of the six systems is acomprehensive application system, which combines the attendance management,trucking and positioning, post-disaster emergency and daily management forunderground working staffs. It is also a kind of top technology combinning electronictechnology, recognition technology, transmission technology network technology,software technology and the installation craft in dangerous area.As to the project owner, during the progress of project implementation, three issuesneed extra attention: first, the recognition and management of project objectives.Mining work has its characteristics and regulations. Its workflow is strict and has cleardeciplines. Thus to ensure the project direction’s correctness, the plan’s feasibility andthe properness of the approach, a comprehensive application of tranditional objectivemanagement and IT requirements management is needed. Second, to solve the time,funding and product quality issues, a thourough understanding of the IT project’slifetime operation principles is also required. Based on subcategorizing the projectobjectives, deviding work, constructing the project scope management structures provide a solid foundation for time, cost and quality management. Third, the solution ofthe information sharing problem. The installation of personnel positioning system inseveral mines of one region not only needs the understanding of its technical featuresand functions, but also the communication among the higher authorities andmanagement specification, needs an overall estimation of the manufacturers andinstallation company in this region and discussion on the quality and price.Communication existed in the whole construction process of personnel positioningsystem. Therefore, the overall management and systematic research on the personnelpositioning system has an important significance on the information management in oneregion.Based on the underground personnel positioning system project case, we targetedon a comprehensive and systematic study of multi-project schedule, project objectivemanagement, scope management and communication management. Starting from themanagement system, we analyzed several aspects including objective recognization,process scope design, communication methods and templates exploitation. Focusing onthe construction perspective, we summarized the features and administrative modes ofthe positioning system, and provided good examples and references for future coalmining industry’s information construction.
