The Improvement Of Environment Impact Assessment Law Based On The Objects Of EIA

The purpose of this article is to complete the <environment impact assessment>researching the environmental impact assessment. The protection of environmentalneeds scientification and legislation, but the system of environmental impactassessment is an important way to protect the environment. Establishing a scientificsystem of environmental impact assessment is a key to improve the quality ofpeople’s life and get good quality of environment. The requiring of protection ofenvironment is the reason why environmental impact assessment was produced, thepurpose of which is to resolve the environmental problems from the source and tocontrol the abuse of the nature resources, also, it can balance the protection ofenvironment and the economic development. That whether the system can come toplay depends on the definition of range of objects of environmental impactassessment.The perfect objects of environment impact assessment can provide the science proofand guarantee that the way of development of society is conducive to the protection ofenvironment and the sustainable development of economy and environment, also, itcan realize the goal of Environment Impact Assessment Law, or environment impactassessment means nothing.Though the analysis of this paper of the impact of specific objects, it has cleared theimportance of the assessment object of environmental impact, then bringing up theanalysis discussion of environmental impact caused by the assessment object.Through all aspects of data collection, this paper has cleared the development of theassessment object of environmental impact and has analyzed the pros and cons anddevelopmental trend of the three types of assessment of environmental impactaccording to the differences of assessment object. According to the current needs ofsocial development, assessment object of environmental impact has developed fromthe first construction project environmental impact assessment to planning environmental impact assessment and then to strategic environmental impactassessment. The assessment objects of construction project environmental impactassessment and planning environmental impact assessment are both insufficient tomeet the need of environmental protection and economic development, strategicenvironmental impact assessment is the development trend of the EIA system. Weshould clear the defects and causes of the environmental impact assessment system ofour country, find what we can learn from in foreign environmental impactassessment system, consider the impact of environmental factors, and ultimatelydetermine that our national policy, planning, plans, laws and regulations should be allincluded in the environmental impact assessment objects. The ultimate way to solvethe problem is to integrate the characteristics of new environmental objects andseveral environmental impact assessment systems and extend the scope of theenvironmental impact assessment objects to implement strategic environmentalimpact assessment. The key to solve the problem is to establish the status of thestrategic environmental impact assessment by legislation. Ultimately, according to therequirements of strategic environmental impact assessment system, we can makeappropriate recommendations and solutions for the improvement of ourenvironmental impact assessment laws.The meaning of the theory of the article is to establish the basic information of thesystem of environment impact assessment through combing the development ofobjects of environment impact assessment of the world. The systematic analysiscontributes to complete the base of the theory of the system of environment impactassessment. Meanwhile, with an eye to the requiring of the protection of environment,combining it with national conditions contributes to complete the legislation ofenvironment impact assessment. The practical application is that the implement ofenvironment impact assessment can take precautions against the pollution ofenvironment, which means the pollution can be controlled at first. Completing thelegislation of the objects of environment assessment and enlarging the range of theobjects contributes implement the environment impact assessment and protect theenvironment, the completing of the objects leads to completing the specific system.
