Oil spill in the Gulf of Mexico, China’s Bohai Bay oil spill and a large number of oil spillproblems around the world continue to occur, make the oil spill problem prevention, emergencymanagement, and remediation techniques means become the seriously global issues that offshoreoil development must be solve, frequent offshore oil spill problem is not only causing hugeeconomic losses to fisheries, tourism, aquaculture industry, as well as serious damage to themarine original beauty of the natural environment and ecological environment. Currently, marineoil pollution problem has become one of the world’s major environmental pollution problemswhich are globally recognized.Migration and diffusion of oil spill in sea is an extremely complex issue by the impact of theoil features and a variety of environmental factors, undergoing expansion, drift, evaporation,dispersion, emulsification, dissolution, photo-oxidation, biodegradation and their interactions andmany other processes,at the same time has a direct relationship with the local meteorologicalconditions and law motion of seawater. Marine oil spill behavior analysis and research of thesystem, using VB technology and C#technical design and development of a marine oil spillsimulation system based on Geographic Information System (GIS). The system using cloud-basedGIS for a platform, using the Monte-Carlo method to simulate the behavior of chemicals inseawater on the system of cloud computing, the organic integration of GIS application model.Simulate the Spill position, drift velocity, trajectory and direction on the real-time. Finish theprediction and forecasting of Marine oil spill in the real-time and dynamic. Monte Carlo method isa typical method of parallelization, the loss of accuracy in exchange for the parallel calculation, ahigh accuracy and a high implicit parallel computing capability cannot be achieved simultaneously,and the cloud computing system is a powerful computing and storage capacity just to make up forthe deficiencies of the algorithm. The GIS construction based on the cloud computing platform,provides a guarantee of accurate, fast, efficient and stable to the realization of GIS functionality.
