In order to reduce the negative effects of climate changing, with the efforts of global society, various types of low-carbon technology are flourishing developing. Because of the existence of path dependence and institutional change, this paper analyzes the relevant statistical data of the past30years of China’s energy consumption, and forecasts China’s energy structure is unlikely to change too much in a short period of time. This paper discusses through the application of carbon capture and sequestration technology, under the condition of the less change in the energy structure, by means of upgrading technology, and relying on innovative policies and regulations, so that low-carbon or energy-intensive industries can achieve zero emissions, and provide a practical path to explore for low-carbon model.This article is made of the introduction, body and conclusion. The introduction section describes the status of carbon capture and sequestration, analyzes the relevant background, and reviews the status of technology at home and abroad. Text analyzes the objective factors of the birth of carbon capture and sequestration technology and the situation at home and abroad. Text also narrates the general situation of carbon lock-in and presents six barriers. It expounds carbon capture and sequestration technology of energy-intensive industries and analyzes the industries and zero emissions. It discusses the deployment of carbon capture and sequestration of the six obstacles, in order to solve the carbon locked reference. At last, it proposes carbon capture and sequestration issues like the promotion of low-carbon technology, so it can make the conclusion that China should take measures to protect their own interests and remove the relevant locks.Concluding section summarizes the main points of the article. It points out the research direction that carbon capture and sequestration can release the carbon locked, and illustrates the limitations of this study.
