In recent years, water pollution accidents occurred frequently, exacerbated thegrave situation of China’s water pollution, water pollution problems are becomingimportant bottlenecks restricting our advancing sustainable development. AlthoughChina attaches great importance to the river basin water pollution prevention andcontrol, and has evolved from the legislative to the sound legislation, from lawenforcement to step up to enforcement efforts, and formed “Executive Ordercontrol”as the core, to legal norms, economic means of regulation for assisted sharedby these means, the water pollution control have focused on the legal and policysystem. The other hand, looking back at the watershed and pollution treatment effects,it is not difficult to find, over perfecting legislation, time and time again to strengthenlaw enforcement efforts and did not return for the rivers and lakes of the “radicalreform”,although in individual basins, effectiveness has been made within theshort-term effectiveness, but over time gradually subsided, even the pollutionworsening trend. The reason, the existing basin water pollution control system isfacing certain difficulties: the water pollution control department dispersed, manylong flood situation weaken the integrity of the Water Pollution Control; wade legaluncoordinated, weakened basin water pollution control laws execution of the policy.From the perspective of the legal system to establish a diversified regulatorycoordination mechanism between regulatory bodies, can increase the effect of theimplementation of the laws and policies of the Basin Water Pollution Control, is aneffective way to achieve the river basin water pollution control and integratedwatershed management should be part of.The article is written like this. First of all, contradictory analysis of basin waterpollution control laws and policies and pollution present situation, pointing out thatproblems and dilemmas of basin water pollution control in China. Secondly, theanalysis of basin water pollution prevention in trouble from the two levels of the watershed’s natural attributes and social attributes,believe that China’s currentsystem of river basin water pollution prevention and control and watershed doesn’tagree with there is a great relationship between systemic and principal coordinationmechanism, and proposed new ideas for establishing coordination mechanisms. Again,from both theoretical and practical level depth explored the feasibility of coordinatingmechanism to provide a theoretical basis for the design of coordination mechanismsfor the Basin Water Pollution Control in China. Finally, for logical analysis of thecoordination mechanism, on the basis of foreign experience, combined with ourpractice to try and explore, from coordinating body and operating mechanism todesign and build the watershed management institutions at the core of thecoordination mechanism, improved river basin water pollution control systemoperating environment, a shared vision of “good governance” in order to achieve theriver basin water pollution.
