Safety production is always the first important work of coal mining enterprises. Whilesafety quality standardization construction is the foundation of coal mine safety production,also the main content of the construction of coal mine safety production`s long-termmechanism.This paper based on the comprehensive analysis of domestic and foreign coal minessafety quality standardization construction`s development and current research status, studiedcoal mine safety quality standardization construction model and its effect evaluation methods.First of all, based on the contents, features, objectives and principles of coal mine safetyquality standardization construction building, features, objectives and principles, proposed thetheory of coal mine safety quality standardization construction, enriched the connotation oftheoretical system of coal mine safety quality standardization. Secondly, based on the analysisand discussion on the present construction situation of state-level safety qualitystandardization of coal mine, clarified the train of thought on coal mine safety qualitystandardization construction and built the coal mine safety quality standardizationconstruction model. Then, analyzed the influence factors of coal mine safety qualitystandardization construction, combined with the index system construction principles,designed the effect evaluation index system of coal mine safety quality standardizationconstruction, includes concepts, conduct, management and physical state, these foursecondary indicators and twenty seven tertiary indicators, so that make the effect evaluationof coal mine safety quality standardization construction is possible. Finally, according to thecontent of constructed index system, used the weight calculation method which based onextension similar coefficient and the multilevel extension assessment method, established theeffect evaluation system for coal mine safety quality standardization construction, and did theevaluation analysis on the model-wang cun coal mine safety quality standardizationconstruction case with extension assessment method and index system. Studies show that the model of coal mine safety quality standardization construction andthe effect evaluation system presented in this article has characters of scientific, simple, etc.and provided a set of effective methods for the coal mining enterprises to carry out the safetyquality standardization construction and for evaluate the effect of the construction.
